Background
By means of Agreement 017 of 2007 the ANH established a new procedure called “Area Nomination”, which is applied in the following cases:
- For TEA contract proposals in special areas
- Based on the third proposal of an Evaluator on the TEA which he is a holder of
- Based on the second proposal of a third-party on a TEA
The cases described in numerals 2 and 3 of the previous point have been presented The companies have submitted their proposals, and have manifested that they adhere to the procedure of Open Nomination The ANH has opened three (3) independent processes for the areas of the Llanos basin designated:
- Balay
- Clarinero
- Sancy

Procedure
Publication on the ANH web site during 30 days of the map, coordinates and exploratory program, that is, as of January 15, 2008
After the 30 days, the proposals that have been received will be opened, and their content shall adhere to article 9 of Agreement 008 of 2004
The technical program of the proposals will be evaluated pursuant to the criteria set forth in the following table:
If the best proposal is better than the nominator’s, he shall have the right to match it
In case of a tie, it shall be resolved by means of the procedure of the paragraph of numeral 4 of Article 2 of Agreement 17 of 2007
Access to data of the areas
Data Room sessions – they shall be scheduled at the request of the interested party and in the order that the electronic message that has been sent for this purpose to e-mail address rondas@anh.gov.co is received, after this publication. The cost is USD 663.45 including the VAT per session per area
